DC’s Bag Law – It’s Working!


A new study shows that Washington DC’s Bag Law is working for both consumers and businesses. That’s the conclusion of a study commissioned by the District Department of the Environment (DDOE) that surveyed residents and businesses to measure the impact of the law that was implemented four years ago to reduce plastic bag litter, especially in streams and the Anacostia and Potomac Rivers. Across the District there has been a significant reduction in disposable bag use: businesses have reduced their use of bags by 50% on average, and four in five DC residents now carry reusable bags when shopping, with 58% stating that they carry them “most of the time” or “always.”

Of the 600 randomly surveyed DC residents –

80% have reduced their use of disposable bags. This trend was found across all wards and among all demographic groups.

51% see the law as a way of encouraging people to use fewer disposable bags, not as a way to generate revenue or any other purpose.

Of the 177 randomly surveyed DC businesses –

79% have reduced the number of disposable bags they provide to the average customer.

69% have not seen negative impacts from the bag law on their businesses.

When it comes to seeing plastic bag litter, 68% of businesses and 67% of residents are seeing less plastic bag litter.

When it comes to feelings towards the DC Bag Law, 90% of businesses and 83% of residents either support or are indifferent to the law.


In areas of the watershed without bag fees litter can be mistaken for snow this time of year.

These findings show this law is very effective in changing behavior and a benefit to the environment. Additionally, the money generated under the law goes to The Anacostia River Clean Up and Protection Fund where funds are only used to support environmental education programs and restoration projects within the District.

Montgomery County’s bag law is similar to that of the District.  Prince George’s County remains the only jurisdiction within the Anacostia River Watershed without a bag fee. We expect this study will help persuade Maryland legislators to grant Prince George’s County the authority to enact a bag fee in 2014. The county’s request has been thwarted the past three years.

First off I would like to say terrific blog! I had a quick question in which I'd like to ask if you do not mind. I was curious to know how you center yourself and clear your head before writing. I have had difficulty clearing my mind in getting my thoughts out.
